Make Sure All Skins Can Be Found In Both PvP And PvE
Perhaps, dare to dream, there is one thing all players can agree on. Whichever we play, we'd like the ability to find or achieve any weapon skin in the game we want, given time and effort in our chosen side of the game, pvp or pve.
But there's a problem.
Tolkano doesn't offer all the skins from PvE for PvP players to unlock. Conversely, Tolkano has unique skins that PvE players can't find anywhere else.
So here's my proposition: make every skin available in both.
On the PvP side, add things like the Deldrimor weaponry from prophecies, and any other items that can't currently be found. Add the BMP NPCs to a side of the Great Temple of Balthazar, allowing PvP players to obtain those items as well.
On the PvE side, take any Tolkano item that doesn't exist as a normal drop somewhere in the world, and add it to a loot list somewhere. This could mean enriching prophecies, which currently lacks most unique weaponry, or adding them to appropriate zones based on their name.
To give an idea of things I'm talking about...
The Kournan Sword can't be found in Kourna.
Kaineng Wand? Can't be located in Kaineng.
The Shark Staff is only found as a worthless Istani green, not worth using, but has a very nifty design.
The Silver Dragon Cane is nowhere to be found in PvE.
The Luminescent Lantern can only be found in PvE as a unique item from Mallyx...but PvP players can give it whatever stats or color they want.
And poor Lord Onrah's Sword's unique appearance is wasted on a worthless, req4 blade.
There are plenty more, like the Ancient Rod, it's Greater and Lesser brothers, Darkwing Wand and Staff, Dragon Rod, Druidic Wand, Iron Ladle, Elliptical Staff, Emanating Staff, and Noble Dragon Cane
Conversely, allow the PvP crowd to enjoy the awesome Deldrimor weaponry and talk to the bonus mission pack NPCs.
Edit: well, part one is complete. EotN skins and BMP stuff were added to Tolkano.
These items are already in the game, their skins are already part of Guild Wars. Make sure everyone can have a chance to obtain them. If anything is on Tolkano's list but doesn't appear in PvE, add it to a level list somewhere on the three continents. If something exists in PvE but not in Tolkano's inventory, add it there for PvPers to obtain. Allow both sides of Guild Wars the chance to enjoy the equipment that already exists.
Everyone wins.

I do think that you should be able to unlock them for your account (maybe even with z-coins). That way you won't lose them if you change your pvp char

And all skins should be available inscribable in both PvP and PvE.
Also, each skin should have one single name in th whole game.
And each name should be used only for one skin.
It's a mess as it is now. Things are better when they are concise and equitable.

/not signed, lots of weapons have always been avaliable to PvP players, that have not be avaliable to PvE players, and it should stay that way, making masters of Either PvP or PvE stand out from each other. pvp chars cant have Chaos gloves, which is fair as missions need to be done to get them, so the rewards for GvG/HB is the same with the weapon skins only avaliable to pvp chars.

I'll approve new content in PvE when ANet nerfs the long list of skills making PvE a joke.
On the PvP spectrum, the new items should be placed with appropriately high costs.

Problem is that any PvP can get any PvE only weapon skin in the game by buying it where as a PvE can not buy a PvP weapon.

I would like to see them make PvP weapons capable of being traded. Don't even try that thing about PvP weapon are related to some kind of skill, we all know that has been a joke for some time.

You don't need to be a 'master' of PvP to get the reward points for skins in PvP. You don't need to be a 'master' of PvE to get the money required for chaos gloves. Weapon skins display time, not skill.
I really see no reason why both PvP and PvE players cannot access the same weapon skins. They don't prove anything. Guild Wars is just dress up anyways these days.

Yeah, It'd be neat if pvp guys could get stuff pve guys could and vice versa. While it is cool that some green items have truly unique skins(like the dead shield tanzit wears, or all those shiny rit items) most of those aren't terribly useful(like being linked to communing or spawning with crap stats), or common(not that they're hard to get people just don't farm them or merch them if they get them rather then try and sell)
Adding it to the loot lists might take a lot of mundane work though, not likely to happen. It seems like they had an overabundance of art that they wanted to use, maybe their loot lists have hard coded limits as to what can spawn from any given area or maybe they just didn't have the server space for it. It seems like the PvP reward skins are kind of a dumping ground for all the cool stuff they wanted to put in that they hadn't yet.
